Census’ new FTR tightens enforcement, increases penalties Consider an action plan for compliance The Census Bureau (Census) published its long-awaited final rule on the new Foreign Trade Regulations (FTR), which eliminates paper documentation and requires exporters to use the Automated Export System (AES) or AESDirect. To view the final rule in its entirety, click here. In addition to clarifying multiple FTR, the rule also significantly increases penalties with greater enforcement from the Department of Commerce (DOC) and Department of Homeland Security (DHS). While the rule’s effective date is set at July 2, it will not be formally implemented until September 30. Gateway Logistics Group Provides Specialized Transportation Planning and Execution of Super Heavy Load

Gateway Logistics Group provides Specialized Transportation Planning and Execution of Super Heavy Load

Gateway Logistics an experienced provider of specialized transportation planning and execution was awarded a contract to provide the safe delivery of 2 specially engineered package boilers. Once the 10 month fabrication process was completed, the execution stage began. This included the transfer of the boilers from the fabrication yard located in Mississippi to a barge which arrived safely to the Port of Houston. The first boiler was then transferred to a specially configured “dual lane - super load transporter” that has made its way from Houston, Texas to Washington State, with final delivery of the first unit to Blaine, Washington.

Each Boiler Package weighs almost (115 tons) 230,000 pounds, however when combined with the specialized transporter it totals more than 480,000 pounds. During the transport process the total length of the specialty permitted convoy was more than 200’ long, 21’ wide and 15’ in height. The movement of super heavy loads requires months of front end planning prior to execution in order to determine safest transport route for the material.

The first load is currently in the final stages of delivery in the State of Washington with expected delivery during the next week. The second boiler unit will be in route once the specially configured transporter is back in Houston in order for the entire process to be repeated.

On Sept 15th, 2005 Gateway International Clearance Services, Inc. the Customs Brokerage arm of the Gateway Logistics Group, received it Customs Broker National Permit. The permit number is 05-0221. This National Permit issued by The U.S. Department of Homeland Security - U.S Customs and Border Protection Office, allows the Gateway International Clearance Services to begin doing remote customs clearance entries in the United States. We can now remotely file entries and clear imports from our Houston or Miami Offices for imports heading to any U.S. port said Houston Licensed Customs Broker Luisa Holloway. This allows a Gateway Clearance import client to have one main contact for all their inbound shipments regardless of importation city she adds. Hurricane Dean on Track to Cause Port of Houston Closure or Delays

Due to Hurricane Dean the Houston Pilots will implement Hurricane Plan using today’s forecast of land fall for next Thursday morning.

The plan is to stop sailing all vessels that want to depart the Port of Houston by Wednesday morning the 22^nd.

As of today the Houston Pilots plan to stop all inbound traffic on Monday morning the 20^th of August and will consider inbound vessels on an as needed priority through the PCT.

The above may result in major berth congestion and delays for all carriers. We will revert with a berthing schedule and ETS once same becomes available from the terminal

BLOCKING OF THE PORT OF POINTE NOIRE (CONGO)

DELMAS line this morning informs that the dredger boat in charge of maintaining the approach channel of Pointe Noire (Congo) keeled over on Thursday, November 30th, at the entrance of the port.

The wreck is now preventing access to the port, except for small shallow draught vessels (feeders).

Delmas line also indicates that it is looking forward to obtaining further precisions and will do everything possible to ship customer cargoes to Pointe Noire.

We will of course keep you informed about the evolution of the situation.

The camp included individual bedrooms for 140 workers; kitchen, dining room; meeting rooms and an entertainment room. The fifty units were moved over four months and are now being occupied. Port Harcourt Nigeria Airport closed due to Fire

Port Harcourt Nigeria Airport closed due to Fire.

The Port Harcourt International airport in Nigeria’s southeastern state of Rivers has been shut down by the Nigerian Civil Aviation Authority because of a fire according to an official with the NCAA (Nigerian Civil Aviation Authority). Affected infrastructure such as the airports electrical system precipitated the shut down.

In addition facilities at the airport, including runways, security fencing and lighting needed repairs. The NCAA director general said the closure of the airport might last for four months and expressed the hope it would re-open by December. He said traffic on domestic routes would be diverted to Owerri and Calabar while international airlines would have to divert to Lagos and Abuja.

The Port Harcourt Airport is the third largest in the country.

2006 Summer Heat Wave Diminishes Cargo Capacity

There are many factors that affect the amount of cargo that an aircraft can carry.

These factors include such things as runway length, construction, fuel requirements and even temperature.

The current U.S. heat wave is having a drastic affect on the amount of cargo aircraft can handle. An example is Continental flight 93 to Brazil; for every degree over 85 degrees Fahrenheit the flight looses 2000 lbs capacity. High temperatures can reduce capacity on a heavy lane by 50% thus causing backlogs and delayed shipments.

There are other factors that have an impact on capacity. The price of jet fuel can have a drastic impact. With cost rising daily airlines shop for the best pricing. An airline might take on extra fuel in the U.S. to reduce what it has to purchase on the return trip. Extra fuel adds weight; it also reduces the amount of cargo that can be boarded.

Staff, Bloomberg News For the second time this year, Continental Airlines is increasing its fuel surcharge on cargo, citing a significant rise in the price of fuel. The Houston-based company said on its Web site that the increase was a result of the continued dramatic rise in the cost of jet fuel. Oil closed at $40.06 a barrel Tuesday, its highest close in more than 13 years. Continentals latest price increase on freight jumped from 15 cents to 20 cents per kilogram internationally, roughly a jump of 2 cents per pound. The increase also comes to about 2 cents per pound domestically. The increase takes effect Monday, on top of the initial increase in January.
