The Port of Houston Authority implemented the federal TWIC proram on 4/19/09. The TWIC program aims to ensure that individuals who pose a threat do not gain unescorted access to secure areas of the nation's maritime transportation system. Beginning 4/14/09, anyone needing unescorted access to secure areas of the Port of Houston Authority, or any federally regulated facility likethe Houston Ship Channel, must have a TWIC card or be escorted. The Port of Houston Authority (PHA) will begin enforcing the Transportation Worker Identification Credential (TWIC) program on April 14th, 2009. The TWIC program is mandated by federal law and regs., including the Maritime Transportation Security Act of 2002 (MTSA), the SAFE Port Act of 2006, and the regs. in 33 CFR Parts 101 and 105.
