New regulations, such as tougher environmental restrictions, have made the port more fuel efficient, but the additional costs have made it more vulnerable to losing market share of U.S.-bound goods.
Major interruptions at the Port of Los Angeles -- including a West Coast lockout of dockworkers in 2002 and a large backup at the port in 2004 have also made some shippers wary of putting all their container traffick into that one port of Los Angeles.
